Requirements for all Personal Web pages
Personal
pages should be created with the understanding that users should
follow similar precautions and procedures as would apply to other
formats.
Because
personal Web pages contain "noctrl.edu" as part of their
URLs, they absolutely reflect the Author's affiliation with North
Central College. Therefore, they should not contain material that
undermines North Central College's statement of purpose and its
character as a church-affiliated institution. This includes material
that is highly offensive, profane, vulgar or abusive.
Any
page residing on a College server or in the domain of "noctrl.edu"
must adhere to the following:
- College
servers cannot be used for the publication of materials that
are obscene, harassing, threatening or degrading in any way.
- Personal
Web pages must not contain illegal material. This includes text,
images, music or programs that are copyrighted by other people
unless the copyright owner has given written permission for
their use on the WWW.
- Pages
maintained on a NCC server or in the domain "noctrl.edu"
must not contain direct links to sites which contain materials
that:
- Threaten,
harass, intimidate or are obscene
- Violate
copyright, patent protections, license agreements and other
intellectual property rights
- Violate
existing local, state, national or international laws, the
College's code of conduct, or College rules or policies
- Authors
of Web documents and those who store resources on NCC servers
are solely responsible for their content.
- Any
pages on a NCC server or in the domain "noctrl.edu"
may not be used for the benefit of third parties or for profit
making activities.
- The
following disclaimer must be placed on all personal pages: "The
content and opinions expressed on this page belong to (your
name) and are not endorsed by North Central College. The College
accepts no responsibility for the contents of these pages."
- Individuals
should not include the College's official logo on a personal
web page.
Operational Policies Specific to Personal Web
Pages
These
are policies that govern the use of personal pages, rather than
the content of your web pages.
- Use of Personal Web Space
All Personal Web Space is provided solely for serving up web
pages. It is not intended as a platform for any other kind of
computing or network access.
- Don't Abuse the Net to Promote Your Personal Web Pages
You may put any information that does not violate law or College
policy on web pages because they are a passive, noninvasive
way of publishing information. However, you may not use other
forms of Internet communication in ways which are invasive and
waste other people's resources. This distinction is fundamental
to the ethics of "netiquette."
- If you list your personal web page address in messages associated
with some form of net abuse, illegal activity, or violation of
College policies, it will be treated as a violation of Personal
Web Page Policies.
Message organizing at another Internet Service Provider will
be treated with equal severity under this policy as messages originating
at North Central College. Thus you may not, for example, spam
USENET from your "dot com" account to advertise your
home page.
- You Can Be Too Popular
Personal web pages are a shared resource. Therefore, it is
not an appropriate place to offer any services, commercial
or not, that is likely to attract a large volume of network
traffic from the Internet as a whole. The administrators of
the Personal Web Space, may at their discretion, cut off web
access to pages generating excessive traffic which impacts system/network
performance or service to other users.
- CGI Scripting
User written CGI programs are not supported. Any kind of server-side
scripting language poses security risks, and we do not want
to assume the administrative burden of reviewing user scripts.
- Security, Client-Side Scripting, and Mobile Code
With the increasing sophistication of computer scripting languages,
and various Internet media types it is possible that innocent-appearing
or innocently intended content may pose risks to the security
of networked computers. It may be necessary to restrict some
types of files for this reason.
At this time, we permit publishing Java applets from personal
web pages but we do not provide any server-side support for
them. This mainly rules out the use of applets that communicate
over the network.

Disk Usage Limit
The disk usage limit is 10 Megabytes. This is sufficient for
the experimentation and personal interest mission of North Central's
Personal Web Space. If you need more space than this, you should
go to a commercial WWW service provider.
Enforcement of Web Policies
Users
should be aware that the Information Technology Services department
may review account files if there is reasonable cause to believe
that a user has engaged in misuse or violation of this policy. Information
Technology Services can suspend, discontinue, or deny Web page service
without notice to anyone it determines is abusing the computing
system. Infractions shall be reported the the Director of Information
Technology Services and to the Vice President of Student Affairs,
in case of students; or to the appropriate Cabinet member for all
others. In addition, if web pages violate local, state, or national
or international law, civil or criminal action may be taken.
Suspected Violation of Policies
If
you suspect a violation of these policies, send E-mail to kawilder@noctrl.edu
Please
specify who and what you are complaining about. In particular, you
should include the user and/or the URL(s) of web pages in question
and what applicable laws or policies you believe have been violated.
North
Central College reserves the right to modify or alter this policy
at any time.
